Experience as director of state office of pipeline safety enforcing damage prevention laws, consultant to Federal Office of Pipeline Safety to develop national damage prevention program. Has called in 12,000 excavation notices in 16 states, developed and oversaw safe excavation practices that resulted in 2/3 reduction in damages over 4,000 miles of fiber optic installation. Has written or assisted in passing one-call legislation in over 12 states. Presently active on national policy making organizations such as the Common Ground Alliance Best Practices Committee, writing for several trade publications on safety, and developing damage prevention tracks for national trade conferences. Over twenty years of expert witness work for plaintiff and defense.

Conrad is a certified MSHA and state instructor in all categories of underground and surface mining, as well as being certified as an underground and surface Mine Foreman. he posses certification as an (MSHA) impoundment/refuse inspector and instructor. Also a certification as an underground shotfirer, preshift and on shift examiner. Conrad has also assisted Federal and State agencies in writing and/or rewriting mining regulations. EMT 30 years.
